Authorized by Senate Senate Bill 30 (S.B 30), 85th Texas Legislature, 2017 also known as The Community Safety Education Act, that became effective August 27, 2018. in State of Texas. Instruction to students in grades 9-12 on the Proper Interaction with Peace Officers (Law Enforcement) during Traffic Stops and other in-person encounters with a purpose to ensure the safety of both officers and citizens involved before, during, and immediately following traffic stops.

Purpose of Texas Community Safety Education Act, 2017:
  • Creating Safe Interaction between citizens and law enforcement
  • Information for drivers, the public, students, and also training for members of law enforcement
  • Expectations that each should have during a contact between officers and motorists.
  • Goal is to lessen tensions and anxieties that may arise during interactions between officers and citizens during traffic stops and other encounters that could lead to undesired outcomes.
The Community Safety Education Act, requires the State Board of Education (SBOE) to adopt rules to include the instruction developed under Texas Education Code (TEC), §28.012, in one or more courses in the required curriculum for students in grades 9-12 i.e., each student who enters grade 9 in the 2018-2019 school year and thereafter, at least once before graduation from high school, not students in grades 10-12 in the 2018-2019 school year.

Instruction covers the following:
  • The role of law enforcement and the duties and responsibilities of peace officers;
  • A person's rights concerning interactions with peace officers;
  • Proper behavior for civilians and peace officers during interactions;
  • Laws regarding questioning and detention by peace officers, including any law requiring a person to present proof of identity to a peace officer, and the consequences for a person's or officer's failure to comply with those laws; and
  • How and where to file a complaint against or a compliment on behalf of a peace officer.
